Caribbean (Photo credit: Moyan_Brenn)

Caribbean and Central American havens are often thought to be less rigorous in their observance of banking and tax laws than European nations like Switzerland. Of course, Swiss banking has experienced a sea change since UBS paid a $780 million fine and reached a deferred prosecution agreement with American authorities. With other Swiss bank closures and 14 Swiss banks still under investigation, everything is different now.

One by one, foreign governments and banks are lining up to take their medicine from the U.S. But what about Caribbean and Central American nations? The U.S. has pushed hard there too, including use of the pivotal John Doe summons here: IRS Issues John Doe Summonses To Citibank, Chase, BoA, Mellon, HSBCax Prosecutions Coming.

Despite a lukewarm economy and jobs situation, the staffing industry along with small cap staffing stocks like On Assignment, Inc (NYSE: ASGN), Kforce Inc (NASDAQ: KFRC) and up and coming Staffing 360 Solutions Inc (OTCBB: STAF) have actually put in pretty decent performances since the end of the financial crisis. Advisors' Opinion:
  • [By Sean Williams]

Finally, regional bank First Horizon National (NYSE: FHN  ) , which has banking branches throughout Tennessee, added 4.2% just a day after paying shareholders a $0.05 quarterly dividend. Like Genuine Parts, there is no company specific news driving First Horizon higher, but the prospect for a higher net interest margin because of higher interest rates is certainly adding a boost to banks like First Horizon that rely on traditional loan and deposit growth. But as my Foolish colleague John Maxfield recently pointed out, you may want to keep your expectations for First Horizon tempered in the interim.

    Where the best gains are
In fact, when you compare returns across stocks of various sizes, you'll get some surprising results:

The SPDR S&P 500 ETF (NYSEMKT: SPY  ) weighs in with 20% gains with its exposure to 500 of the largest companies in the U.S. market. When you step down to mid-cap stocks, though, you'll get even better returns, with the SPDR S&P MidCap 400 ETF (NYSEMKT: MDY  ) posting returns of 21% so far in 2013, based on the performance of 400 mid-sized companies domestically. The smallest companies in the market have done better still, as the SPDR S&P SmallCap 600 ETF (NYSEMKT: SLY  ) has given investors impressive 24% returns since Jan. 1.

Why are smaller companies outperforming the largest stocks in the market? Historically, smaller stocks have posted better long-term returns than their larger counterparts, with theoreticians pointing to the greater risk involved in small-cap stocks as justifying the higher risk premium that investors should demand in order to hold them over the long run.

  • [By Will Ashworth]

By the time the dust settled in 2013, small caps won the day (well, year) — the SPDR S&P SmallCap 600 (SLY) had outperformed the SPDR S&P 500 ETF (SPY) by almost 9 percentage points.

Advisors' Opinion:
  • [By Rick Aristotle Munarriz]

Getty Images Shares of LeapFrog (LF) opened lower on Thursday after posting uninspiring quarterly results. By market close, it was down almost 9 percent. The leading maker of electronic learning toys for children had warned investors that it would disappoint during the seasonally potent holiday quarter. Back in November, it stunned the market by forecasting sales to drop by 9 percent to 17 percent. It turned out to be a lot worse. From Learning Leader to Laggard Sales plunged 24 percent to $186.7 million, well short of the $215.4 million that analysts were expecting. LeapFrog broke even on an adjusted basis, missing Wall Street projections calling for a small profit. LeapFrog knows that young children have abandoned its signature handheld learning toys for apps on full-function tablets. Its own entry into the tablet game failed to generate material buzz in a market that's now overrun with cheap kid-friendly devices. Retailers also didn't help by discounting its entry-level LeapPad2 tablet in December to drive traffic to their stores, a move that disrupted the value proposition of its more expensive higher margin LeapPad2 Power and LeapPad Ultra. LeapFrog used to be on top of the toy world. It was the toast of the industry in 2011 with the debut of its original LeapPad tablet. The rugged touchscreen device didn't surf the Web nor fire up third-party apps, but it dovetailed nicely with its proven ecosystem of learning programs, including storybooks where the words get more complex as a child's aptitude grows. Parents flocked to the brand, and by mid-November of that year LeapPad was the most requested toy on Walmart's (WMT) layaway program. Demand outstripped supply, and by early December, bids for the learning tablet on eBay were roughly twice the suggested retail price. LeapFrog was ready in 2012. It introduced the enhanced LeapPad2, making sure that there were plenty of both tablets available for shoppers. LeapFrog was thriving, but the success didn't

  • [By Ashraf Eassa]

LeapFrog Enterprises (LF) is a developer of educational toys/products for children. In particular, the company's biggest claim-to-fame is its very well received "LeapPad" line of specialized, education-focused tablets. While the stock enjoyed an impressive run from its 2011 lows, shares have not been able to replicate this showing during 2013, with shares up a mere 11.47% YTD. It is my belief that owning shares at current levels may prove to be particularly risky, in light of what I believe to be highly optimistic sell-side EPS estimates against management's guide, particularly as growth has slowed (management is now guiding to mid single digit Y/Y top line growth) and competitive pressures continue to mount.
